FBI Finds Comey Handwritten Note Referencing ‘HRC Plan’ Before 2016 Election

A newly discovered 2016 note from former FBI Director James Comey references “HRC plans to tie Trump” and “HRC health.” This handwritten note, dated September 26, 2016, was found locked inside a long-unused FBI safe and is now evidence in the Justice Department’s criminal case against him.

The note’s date is significant, coming just weeks before the election and 19 days after the CIA sent Comey a referral about intelligence that Hillary Clinton’s campaign had approved a plan to link Donald Trump to Russia. Prosecutors allege Comey later concealed this referral.

A federal grand jury has indicted Comey on charges of making false statements and obstruction of justice. The charges relate to his alleged efforts to mislead investigators about the FBI’s handling of probes into both presidential candidates in 2016.

The note was discovered in a secure room at FBI headquarters that had seen little use. An internal review team found it in early 2025 while reforming records procedures. The room showed a suspicious spike in activity around President Trump’s January 2025 inauguration.

Along with the note, investigators found the original CIA referral and access logs. An internal FBI memo from July 2025 reveals a request for an investigation into the concealment or removal of these sensitive documents.

This evidence contradicts Comey’s 2020 Senate testimony, where he claimed the “Clinton plan intelligence” didn’t “ring any bells.” The filing also mentions five “burn bags” found in the same room, containing hundreds of pages related to the Trump-Russia probe.

The Justice Department describes these findings as part of a “broader pattern of concealment.” They argue Comey’s note proves his awareness of the Clinton plan and suggests an effort to obscure it from oversight, reinforcing their obstruction case.
